Why District concrete fails at the steps first
Salt is the main culprit and the front steps prove it. How a resin bound resurfacing job runs in Washington

Maintenance and lifespan
Fifteen years and up is a realistic life on a properly installed surface, and looking after it is mostly a matter of keeping the pores open. Leaves, grass clippings and dust are what clog a permeable surface, so a blower or a stiff yard brush every few weeks does most of the work. A wash down once or twice a year handles the rest.
When you jet wash, use a wide fan tip and keep it a foot back. A turbo nozzle held close will strip resin off the top of the stone, and so will a wire brush or a strong solvent. Warm water and a soft brush deal with almost every spill. Nothing grows up through the surface, but seed can root in debris left sitting on it.

Am I responsible for the public sidewalk in front of my house?
In the District the sidewalk and the treebox sit in public space, and the rules on who maintains what and what you may do there are set by the city rather than by you. Owners are commonly expected to keep the walk in front of their property in safe condition, and any work in public space normally needs a permit. Do not let a contractor start on the sidewalk on the assumption it is yours. Check the current requirements with the District before you plan anything past your property line.
Do I need historic review for front steps?
Very possibly. Large parts of the city sit in historic districts and the District operates preservation review, so a visible change at the front of a rowhouse can need a submission even when nothing structural is happening. Materials and appearance matter in that process. Rear yards and areaways are usually less sensitive than a street frontage, but that is not a rule you should rely on. There may be, and it is worth asking about rather than assuming. Check directly with the District before you count on it, and have your installer document the build up so you have something concrete to submit.
How does material get to a back yard with no side access?
By hand, and that is normal here. The mixer sits on the street, material is barrowed or carried through the gangway, the alley or occasionally the house with protection down. It is slower than a suburban job and the quote should say so. The comparison that matters is with replacement, which means getting demolition equipment into the same space, filling a dumpster and having a truck pour into it. Resurfacing keeps the disruption to a couple of days rather than a couple of weeks.
Will it hold up to ice melt on the steps?
Better than the concrete it covers, because there is no cream to scale off and no shallow mesh directly under the finish for chloride to corrode. It is also permeable, so the treads are not holding a film of water overnight for the freeze to work on. Keep using de-icer sparingly rather than by the scoop, clear snow with a plastic or poly shovel and avoid steel edged tools on the nosings. Your installer should walk you through winter care before they leave the site.
What does a rowhouse front and areaway cost?
Work from twelve to twenty five dollars per square foot as the installed planning range and expect District jobs to sit toward the upper half of it. The reason is labor, not material.
