The Utilities Element of the City's Comprehensive Plan, effective March 2, 2026, directs the City to implement the stormwater requirements in its Zoning and Land Development Regulations together with South Florida Water Management District criteria. It sets level-of-service design storms of a 3-year, 1-hour event for the storm sewers and a 25-year, 24-hour event for the canals, calls for retention or detention where practical for water-quality treatment, and requires new development to limit post-development runoff rates to pre-development rates.
That last requirement is where a permeable resin-bound area earns its place. Storage in a stone reservoir under a parking court or driveway can help hold peak flows down without carving a pond out of a tight urban lot. The SFWMD Applicant's Handbook Volume II reviews subsurface exfiltration on representative or actual test data, and statewide rule changes effective June 28, 2024 add maintenance plans and inspections to new permits. The City's engineering plans checklist asks for impervious and pervious area totals and the groundwater table elevation, so expect those numbers to be checked.
Sandy ground, a shallow water table and a protected supply: notes for the engineer
Two local factors shape the base design. The first is depth to water. The SFWMD handbook treats soil storage under impervious surfaces as generally impractical, and impractical below about four feet except on the high, sandy coastal ridge, so the engineer should confirm the seasonal high water table at the reservoir and show its storage by calculation and site test data before counting its volume. Lots near the Lagoon or the City's canals usually have less room than higher sandy ground a short distance inland.
The second is water quality. Runoff that reaches the City's canals, Clear Lake, Lake Mangonia or the Lake Worth Lagoon matters more here than in most cities, which argues for holding the first part of each storm on site and for keeping fueling, dumpster and chemical storage areas off any infiltrating section. Older neighborhoods have small lots, mature trees and little room for ponds, exactly where distributed storage under paving is useful. Where borings find contaminated fill, a lined base with an underdrain is the safer choice.

Why does West Palm Beach care so much about runoff from private lots?
Because the City drinks surface water. Does the City's stormwater utility give credits for permeable paving?
Don't count on one. The City's stormwater utility code sends fee adjustment requests to the public utilities director, who judges them on the site's impervious area, and it gives no credit for facilities that city, county or state stormwater rules already require. How a permeable surface is counted is the director's decision, so ask the Public Utilities Department before counting on savings.
Can resin-bound go on a downtown courtyard over a parking garage?
As a finish, yes, but it won't count as stormwater management there. Over a structural deck, water passes through the resin-bound layer and drains across the waterproofing to the building's drains. Infiltration only happens at grade, on Rock Crete or another permeable base over an open-graded stone reservoir and soil that can take the water.
