Why Oregon concrete gives up early on both sides of the mountains
On the west side the enemy is water that never fully leaves. A broom finished slab under a fir canopy stays damp for weeks at a time. Moss and algae take hold in the texture, the surface turns slick, and every winter the homeowner either salts it, scrubs it or walks around it. Then comes the annual pressure wash, which strips the cream off the concrete, opens the pores up and lets the moss come back faster than it did before.
Add what the trees drop. Fir needles, cones, bigleaf maple litter and cedar debris pack into every joint and low spot. They hold moisture against the slab, they stain it, and they set solid in paver joints and expansion gaps. Roots from the same trees lift sections and lip the joints. Willamette Valley clay drains slowly, so water perches under the slab all winter and the movement never really settles down.
East of the Cascades the failure looks nothing like that. Bend and Redmond sit high, dry and bright, and the swing between a warm afternoon and a freezing night runs through most of the year. Water gets into a hairline crack in the afternoon and freezes overnight. Sealers and color coatings chalk out under the UV. What you end up looking at is scaling, spalled edges and a slab that looks bleached before it is twenty years old.
Moss, algae and the green film
Shade and constant damp mean growth in the surface texture. On a sloped Portland driveway that is a genuine slip hazard, and it comes back every single winter.

Fir needles and maple litter fill joints, hold water against the slab and stain it. Paver joints and control lines pack solid and then stay wet through the season.

What resin bound resurfacing actually is
Think of it as stone held in suspension. Natural aggregate is mixed with a clear, UV stable resin binder in a forced action mixer, then troweled by hand over your prepared slab, where it sets into one continuous permeable sheet.
The word that matters is bound. Resin bonded is a different product entirely: loose stone thrown onto wet resin, which leaves a rough, shedding, non permeable finish and still needs drainage engineered separately. Resin bound locks every stone into the mix before it reaches the ground, so nothing comes loose and water goes straight through.

Two specifications, one state. West of the Cascades the priorities are drainage and grip, because the surface will be wet more often than it is dry. Resin bound is fully permeable, so rain passes down into the sub base instead of sheeting across the top and finding the low spot. There is far less standing water for moss to live in and the texture stays grippy when it is soaking. East of the mountains the priority is UV stability, so specify a UV stable binder on anything in the sun, which in Bend is basically everything.
Portland runs stormwater management and impervious area programs that most American cities do not, and permeable surfacing is genuinely relevant to them. Resin bound is permeable when the sub base beneath it is porous and correctly compacted, so it belongs in that conversation. Whether your specific project earns a credit, a reduced charge or a simpler approval depends on your address, your scope and the rules in force at the time. Verify it with the City of Portland, or with your own city or county, before you count on it, and ask your installer to document the build up in writing.
Water goes down, not sideways

Much less for moss to grip
A bound stone surface does not hold water the way an open concrete pore structure does. Growth is slower and a blower or a rinse clears it.

How a resin bound resurfacing job runs in Oregon
Most residential driveways and pool decks are done in one to two days once the base is ready. Here is the sequence an approved Resin Rock installer follows.
Survey and base check
An approved installer checks whether your existing slab is sound enough to build on. Sound concrete is a huge cost saver because it becomes the base instead of landfill.
Prep and clean
Grinding, pressure washing, degreasing and crack treatment. Oil spots and old sealers have to go or the resin will not bond properly.
Edging and detailing
Resin Trims edge profiles, channel drains and thresholds are set to the finished height so the surface finishes flush and clean.
Primer
A primer coat seals the slab and locks the resin bound layer to the concrete underneath. Skipping this is one of the fastest ways to get delamination.
Forced action mixing
Aggregate and Part A/Part B binder go into a forced action mixer at exact ratios. A drum mixer will not do this job. Consistency here is what makes the finish uniform.
Hand trowel
The mix is poured and troweled to depth, usually 15 to 18mm on foot traffic and up to 24mm on driveways. Crews can lay up to 1,500 sq ft in a day.

Foot traffic typically within 6 to 8 hours and vehicles usually after 24 to 48 hours depending on temperature and humidity. No loose stone to sweep up afterwards.
The part that decides whether it lasts
The number one cause of resin bound failure is not the resin. It is a weak or poorly compacted base. Any installer who wants to skip the prep and start mixing on day one is telling you something. Ask what they found when they surveyed your slab and what they plan to do about it.

Color and aggregate choices
You are choosing stone, not paint, so the finish has depth to it rather than a flat printed color. Maintenance and lifespan
A correctly installed resin bound surface should give you fifteen years or more. The maintenance is genuinely light. Sweep or blow off leaf litter so the pores stay open, and give it a jet wash once or twice a year on a wide fan tip held back from the surface.
Spills come off with warm water and a soft brush. Do not use a stiff wire brush, harsh solvents or a turbo nozzle held close, because all three can chip the resin skin off the top of the stone. Weeds do not grow up through it, but windblown seed can occasionally root in surface debris, which is another reason to keep it swept.
If a section ever does get damaged, resin bound is repairable. An approved installer can cut out and relay a patch using the same blend rather than replacing the whole surface.

Oregon concrete resurfacing questions
My driveway sits under fir trees and never dries out. Will this actually survive there?
That is the situation resin bound handles best in this state. The reason a shaded slab goes green is that water sits in the pores and cannot get away. A permeable surface lets it drain through into the sub base instead, so there is much less standing moisture for moss and algae to work with. Growth is slower and easier to clear, usually with a blower and a rinse rather than a pressure washer. In deep shade your installer may recommend a non UV binder, which is cheaper, but they should look at how much direct sun that area really gets first.
When can this actually be installed in Oregon? Do I have to wait for summer?
You do not have to wait, but be realistic about the calendar. Resin bound cannot be laid on a wet slab and it cannot take rain on green resin. West of the Cascades, July through September is the dependable stretch and that is when open driveways get booked. May, June and early October are workable with a close eye on the forecast. Through the wet months an installer can still lay covered patios, garage aprons under a deep overhang and sheltered entries. Book early for a summer date, because everyone in the state wants the same weeks.
Does Portland treat resin bound as a permeable surface for stormwater or impervious area?
Resin bound is fully permeable when the sub base under it is porous and correctly compacted, and it is normally treated as a permeable surface on that basis. Whether that earns you anything specific in Portland, or in Beaverton, Gresham or your county, is a local question with a local answer. Programs, charges and credits differ by jurisdiction and by whether the work is residential or commercial. Ask your city or county stormwater department before you build it into your budget, and have your installer put the layer build up in writing so you have something to submit.
My driveway is steep. Does resin bound work on a slope?
Often yes, and grip on a wet slope is one of the things it is good at. There are limits though. On a steep run the mix, the aggregate size and the shape of the stone all need to be right, edge restraint has to be solid, and the crew has to work the material differently so it does not creep while it is green. A competent installer will walk the slope, take a reading on the fall and tell you honestly if it is beyond what they will warranty. Be suspicious of anyone who says yes without measuring.
How does it hold up in Bend or Redmond with freeze-thaw and studded tires?
Freeze-thaw is handled by the build up more than by the surface. A permeable surface over a porous, properly compacted base does not trap a sheet of water to freeze under, which is a real advantage over sealed concrete. Use a UV stable binder, because high desert sun is what finishes coatings out there. Studded tires are hard on any surface, including asphalt and bare concrete. Resin bound copes with normal use, but if you run studs all winter tell your installer so they can spec the aggregate and depth accordingly.
Oregon has no sales tax. Does that change what I pay?
It helps, and on this kind of job it is not trivial. Resin bound is a material heavy purchase, so on a project where the stone and binder are a significant share of the total, no state sales tax means a real difference against the same job in a neighboring state. It does not change the installed rate your contractor quotes, and local fees, permits and any city business taxes are separate matters. Ask for a written quote that breaks out material and labor so you can see exactly what you are comparing.
What maintenance does it need in an Oregon winter?
Less than the concrete it replaced. Blow or sweep needles and leaf litter off it a few times through fall and winter so the pores stay open and there is nothing sitting wet on the surface. Rinse it occasionally. You do not need to pressure wash it hard every spring, and you should not, because heavy pressure at close range can damage any bound surface. If growth does appear in a deeply shaded corner, a proprietary moss treatment suitable for the surface will clear it. Ask your installer what they recommend.
